An Act to amend the Police Act
Alberta's Bill 102 amends the Police Act (R.S.A. 2000, c. P-17) to authorize the establishment of a provincial Alberta Police Service to replace the RCMP as the provincial police of jurisdiction for rural Alberta. The Smith UCP government has pursued a provincial-police-service replacement since the 2021 Fair Deal Panel report, citing approximately $750 million in annual RCMP-contract payments. The current 20-year RCMP-Alberta provincial police contract runs to 2032; the Bill 102 framework would allow Alberta to give the required two-year notice to terminate at any time. The Rural Municipalities of Alberta and the Alberta Federation of Police Associations have raised concerns about cost, transition risk, and policing-standard continuity.
