Saskatchewan First Act Amendments
Saskatchewan's Bill 137 SaskFirst is the Saskatchewan Party government's amendments to the Saskatchewan First Act (S.S. 2023, c. 56) clarifying the procedural steps before invocation and addressing constitutional concerns raised by the Federation of Sovereign Indigenous Nations under Treaty 4 and Treaty 6. The original Saskatchewan First Act asserted provincial constitutional authority over natural resources, electricity-grid policy, and certain regulatory matters. The 2024 amendments narrow the scope of declarations the government can make, require public consultation before invocation, and establish parliamentary oversight through the Saskatchewan Legislative Assembly. Court challenges are ongoing at the Saskatchewan Court of King's Bench.
