Mental Health and Addictions Strategy Implementation Act
Yukon's Bill 16 (Mental Health and Addictions Strategy Implementation Act) implements the Yukon Liberal-NDP confidence-and-supply government's 2022 commitment to a comprehensive territorial mental-health and substance-use response. Yukon has the highest per-capita opioid-toxicity death rate of any province or territory after British Columbia (Yukon Coroner's Service 2023 annual report). The Act establishes a statutory Yukon Mental Wellness and Substance Use Strategy office, mandates four-year strategy renewals, and creates a binding annual public report including toxicity-death rates, supervised-consumption site utilization, and First Nations Self-Determination Mental Wellness funding flows.
