An Act to amend the Criminal Code (criminal organizations)
Bill C-279 was a Conservative Private Member's Bill amending the Criminal Code provisions on criminal organizations (sections 467.1 to 467.13) to expand the definition of a criminal organization, lower the evidentiary threshold for designating an organization as criminal in court, and create new offences for recruiting members. The sponsor cited the 2020 Hells Angels Canada-wide cease-and-desist orders and the rising rate of organized auto-theft (the Insurance Bureau of Canada reported $1.5 billion in stolen-vehicle losses in 2023). Did not pass second reading. The government's own auto-theft response was Bill C-379 (Criminal Code amendments on vehicle theft).
