An Act to amend the Special Economic Measures Act
Bill C-324 was a Private Member's Bill amending the Special Economic Measures Act (S.C. 1992, c. 17, popularly known as the Magnitsky-style sanctions framework) to expand federal authority to impose targeted sanctions including asset freezes and travel bans on foreign nationals committing gross human-rights violations. Builds on the Justice for Victims of Corrupt Foreign Officials Act (S.C. 2017, c. 21, the Canadian Magnitsky Act). Brought after the post-October 2023 Hamas-Israel conflict surfaced gaps in federal sanctions on certain Hamas-affiliated individuals and after the 2022 Russian invasion of Ukraine demonstrated the framework's flexibility for sanctions against Russian state-linked actors.
