An Act to amend the Canada Shipping Act, 2001 (certificate of competency)
Bill C-346 was a Private Member's Bill amending the Canada Shipping Act, 2001 (S.C. 2001, c. 26) on Certificate of Competency requirements for federally regulated commercial vessels. Brought after the 2018-2019 inquiry into the September 2017 sinking of the Leviathan II near Tofino, British Columbia (six dead) found Transport Canada had not enforced existing competency-certificate requirements consistently. The bill would have strengthened Transport Canada audit authority over commercial-vessel-operator training, certification, and continuing competency. Did not pass second reading.
