An Act to amend the Criminal Code (public transit workers)
Bill C-395 was a Liberal Private Member's Bill amending the Criminal Code (R.S.C. 1985, c. C-46) to make assault against public-transit workers an aggravating factor at sentencing. Brought after multiple high-profile assaults on TTC, OC Transpo, Translink, and STM operators between 2022 and 2024 (the Toronto Transit Commission reported 1,068 violent assaults on TTC staff in 2023, an increase of 39 percent over 2022). The bill paralleled provincial frameworks for transit-worker protection. The substance was incorporated into the federal omnibus Tools to Combat Auto Theft and Repeat Violent Offences Act framework. Did not pass second reading on its own.
