An Act to amend the Criminal Code (criminal organizations and proceeds of crime)
Bill C-420 was a Conservative Private Member's Bill amending the Criminal Code (R.S.C. 1985, c. C-46) sections 467.1 to 467.13 (criminal-organizations framework) and the proceeds-of-crime regime to strengthen federal enforcement against organized auto theft. The Insurance Bureau of Canada reported $1.5 billion in stolen-vehicle losses in 2023 (with the Greater Toronto Area accounting for approximately 60 percent of stolen vehicles, many shipped via the Port of Montreal to overseas markets). The bill aimed to expand the federal criminal-organizations definition and create new offences for vehicle-exporting and identity-altering. Did not pass second reading; the government's own response was Bill C-379 (Criminal Code amendments on vehicle theft) plus the February 2024 federal Anti-Auto-Theft Strategy.
