Act respecting public housing modernization
Quebec's Projet de loi 31 (Act respecting public housing modernization) is the CAQ government's overhaul of Quebec's social-housing framework. Restructures the Société d'habitation du Québec (SHQ) management of HLM (habitation a loyer modique) public-housing stock, creates the new Programme d'habitation abordable Québec replacing AccèsLogis, sets new affordability and security-of-tenure rules for HLM tenants, and authorizes municipalities to create their own non-profit housing development corporations under Quebec law. Quebec has approximately 64,000 HLM units serving 130,000 low-income Quebecers; some are over 60 years old and require major capital investment.
