An Act to amend the Governor General’s Act (retiring annuity and other benefits)
Bill S-221 in 44-1 was a Conservative Senator Private Member's Bill amending the Governor General's Act (R.S.C. 1985, c. G-9) to remove the lifetime annuity for former Governors General. Currently retired Governors General receive a $145,000-per-year-indexed annuity for life plus office, travel, and security-program funding under section 6 of the Governor General's Act and Treasury Board policy. The annuity has been controversial; former GG Adrienne Clarkson became the focus of a 2018 federal-budget review after the Auditor General reported $1.1 million in expenses across her post-tenure years. The bill would have eliminated the lifetime annuity for newly retiring GGs (existing recipients including David Johnston, Michaelle Jean, and Adrienne Clarkson would have retained their benefits). Did not pass second reading.
