An Act to enact the Federal Ombudsperson for Victims of Crime Act, to amend the Canadian Victims Bill of Rights and to establish a framework for implementing the rights of victims of crime
Bill S-265 was a Senate Private Member's Bill enacting the Federal Ombudsperson for Victims of Crime Act, a precursor to 45-1 Bill S-236. Currently the federal Ombudsperson for Victims of Crime operates under Public Safety Canada (created 2007) but lacks statutory authority. The bill would have created the role as an independent officer of Parliament with binding statutory authority similar to the Privacy Commissioner, including investigation powers, the authority to issue binding compliance orders, and an annual public reporting requirement. Companion to the Canadian Victims Bill of Rights (S.C. 2015, c. 13, s. 2). Did not pass third reading; reintroduced as S-236 of 45-1.
