An Act to amend the Royal Canadian Mounted Police Act
Bill S-271 was a Senate Private Member's Bill amending the Royal Canadian Mounted Police Act (R.S.C. 1985, c. R-10) to expand civilian oversight of RCMP operations including the Civilian Review and Complaints Commission for the RCMP (CRCC) authority. Brought after the Mass Casualty Commission's March 2023 Turner-MacDonald final report into the April 2020 Portapique mass shooting contained 130 recommendations including major RCMP institutional reform. The bill would have strengthened CRCC investigative powers, mandated public disclosure of RCMP-discipline outcomes, and required Indigenous-community consultation thresholds before RCMP-Indigenous-policing-services renewal. Did not pass third reading in 44-1.
